Revokes a WMTS link. The capabilities URL stops working immediately, along with every tile request made through it, so any software configured with that URL will stop receiving imagery.

Revocation is permanent and cannot be undone. Create a new link to publish the surveys again; the new link has its own capabilities URL.

A revoked link is not deleted. It remains retrievable and continues to appear in the list of links for the site, with date_revoked set and a null capabilities URL, so the history of what was published stays auditable.

Revoking a link that is already revoked succeeds and returns the existing revoked link unchanged.
